India has the world's largest number of stray dogs, at around 35 million.

It is also in India that rabies kills the most people. 95% of the time, it is the result of a dog bite.

Historically, and in some countries, the government has adopted a method of mass elimination, an inhuman method that does not address the problem.

To have an effective Anti rabies program, 90% of dogs in the area need to be sterilized and 70% vaccinated according to the World Health Organization protocol.
